County of Northampton, Department of Veterans Affairs is proud to provide a veteran's I.D. Card
This is a no cost program for veterans who reside in Northampton County.
The VA office will provide a veteran I.D. card to veterans, which can be used as proof of veteran status at participating businesses within Northampton County.

DD214/ Military Discharges Recorded
The Northampton County Office of Veterans Affairs recommends that all honorably discharged servicemembers record their discharge document with the Northampton County Office of Veterans Affairs. This service is provided free to all eligible county veterans. The discharge is permanently recorded and certified copies may be obtained at any time.

Legal Residence
The term "Legal Residence" shall be construed as synonymous with "domicile" and is hereby defined as actual residence, coupled with intention that is shall be permanent, or a residence presently fixed with no definite intention of changing it or of returning to a former residence at some future period. Legal residence is to be determined by abode of person and his or her intention to abandon his or her former domicile and establish a new one. The legal residence of a deceased service person shall be prima facie in the county where he or she made his or her abode at the time of his or her death.
Veterans Temporary Assistance (VTA)
The Commonwealth of Pennsylvania (PA DMVA) provides temporary emergency funds up to $1600.00, for the necessities of life to assist honorably discharged Pennsylvania veterans, surviving spouse, and dependents of such veterans.
Applications may be made through the County Department of Veterans Affairs.
Eligibility requirements are, veterans must:
1. Have served in the Armed Forces of the United States
2. Have been discharged under honorable conditions after a period of active duty, other than active duty for training, as evidenced by a DD Form 214 or other official documentation, other than dishonorable, or
3. Veteran must have died in service or killed in action, or
4. Have suffered a service-connected disability as certified by the United States Department of Veterans Affairs.
5. Veteran must be a resident of Pennsylvania.
To qualify for VTA, a veteran or the surviving spouse of a deceased veteran must be temporarily unable to provide the necessities of living and have a direct and immediate need for assistance. The assistance must be essential and not for the relief of an inconvenience, or the purchase of goods or services other than necessities of living, and have unforeseen circumstances caused by temporary loss of income, assets or support due to sickness, disability, unemployment, natural or manmade disaster or other cause beyond the control of, and not because of misconduct by the applicant or, caused by a temporary increase in costs or expenses beyond the control of, and not because of misconduct by the applicant resulting in insufficient funds to pay for necessities of living.
Real Estate Tax Exemption
New State Law Now in Effect
A new state law excluding all veterans’ benefits from the income assessment in the Disabled Veterans’ Real Estate Tax Exemption Program was enacted on June 17, 2024, and took effect on August 16, 2024. If you were previously denied this benefit based on your income, we highly encourage you to reapply now. This law is not retroactive; you must file a new application.
This program provides real estate tax exemption for veterans meeting certain criteria related to their service.
Mandatory eligibility criteria for disabled veterans and their surviving spouses include:
- Service during a period of war as determined by the U.S. Department of Veterans Affairs (operation or service-specific expeditionary medals can also be used to establish wartime service)
- 100 percent permanent and total service-connected disability, total disability individual unemployability, or service-connected blindness, paraplegia, or loss of two or more limbs as rated by the U.S. Department of Veterans Affairs
- Resident of the Commonwealth
- Honorable or Under Honorable Conditions discharge from the Armed Forces of the United States
- Real estate occupied as principal dwelling
- Real estate owned solely by the veteran or jointly with spouse or as an estate by the entirety
- Applicants must also show financial need. Applicants with an annual income of $108,046 or less are given a presumption of need for the exemption. Applicants whose gross annual income exceeds $108,046 will be considered to have a financial need for the exemption when their allowable monthly expenses exceed monthly household income. The applicant’s monthly household expenses must be verified with supporting documentation and will be calculated to include a cost-of-living allowance.
